Evaluation of Research Projects Undertaken in Support of the Canadian Regulatory System

The Canadian Regulatory System for Biotechnology is a comprehensive science-based
system of regulations and laws pertaining to biotechnology products. To improve
the government's ability to perform environmental and health assessment of increasing
biotechnology products, a federal initiative was launched in 2000 to engage various
government departments and agencies in a broad range of research projects. Crechem
was assigned to conduct an evaluation of the projects carried out at Environment Canada.
The evaluation was focused on the impact of the projects on four key areas:
1) regulatory capacity; 2) public awareness and confidence; 3) efficiency,
timeliness and effectiveness; and 4) knowledge generation. Crechem reviewed
background documents, conducted interviews and surveys, presented findings and
lessons learned, and made recommendations.
